High income is the same for both GEM and WEF.

  • Entrepreneurial activities in Luxembourg have rebounded to pre-pandemic levels, both in absolute numbers and compared to other European countries, according to the latest Global Entrepreneurship Monitor Luxembourg Report 2023/2024. However, recent data on business creation indicate a slowdown. In 2023, the share of residents actively involved in starting or running a new business was at 9.7%, a figure that is higher than the average of other European countries (9.2%). Luxembourg’s 9.7% TEA rate in 2023 is a marked improvement; in 2022 this number came in at a historic low of 7%.

  • GEM Luxembourg 2022/2023 describes entrepreneurship in Luxembourg over the last ten years. What’s more, it offers a view of how the pandemic years have affected entrepreneurship in the country, showing that entrepreneurial activities in the country have declined since 2019, both in absolute terms and compared to other European countries. There are, however, positive signals of recovery stemming from entrepreneurial intentions and entrepreneurs’ evaluation of the Luxembourg’s ecosystem.

  • Entrepreneurship in Luxembourg has suffered the consequences of the COVID-19 pandemic. Entrepreneurial activities are in decline in Luxembourg in 2020, and some of the measurement indicators are at their lowest since 2013, year in which Luxembourg joined the GEM project. Despite the overall negative impact of the pandemic, some entrepreneurs report that the COVID-19 crisis has provided them with new business opportunities to pursue.
