High income is the same for both GEM and WEF.

  • Global Entrepreneurship Monitor Lithuania 2025/2026: The Changing Landscape of Entrepreneurship in Lithuania presents a comprehensive analysis of the latest national findings. The results reveal a country with rising entrepreneurial energy, stronger social recognition of entrepreneurship, and record-high levels of entrepreneurial intentions and Total Early-Stage Entrepreneurial Activity. Lithuania remains one of Europe's strongest entrepreneurial ecosystems, ranking first in Europe on the National Entrepreneurial Context Index in 2025. However, the findings also reveal continuing challenges in converting early-stage entrepreneurial activity into stable long-term business ownership. Business discontinuation increased in 2025, while the reasons for exit became more diverse, including both opportunity-driven sales and closures linked to administrative, supply-chain, and market pressures. The report also covers sectoral structure, innovation, gender differences, research and development transfer, and AI readiness. Lithuania's AI environment was assessed more positively than the EU average across all AI-related dimensions, although gaps remain in post-school education, skills development, and public discussion of ethical issues. The report shows that Lithuania's entrepreneurial ecosystem is no longer defined primarily by whether entrepreneurship is emerging, but increasingly by the quality, resilience, innovation intensity, and long-term developmental impact of that entrepreneurship. The report was conducted by Vilnius University Business School.

  • In 2025, the Global Entrepreneurship th Monitor continued to capture important changes in Lithuania's entrepreneurial landscape. The results show a country with rising entrepreneurial energy, stronger social recognition of entrepreneurship, and a broadening base of early-stage business creation but also continuing difficulty in converting entrepreneurial entry into stable long-term business growth. At the same time, the data also point to persistent challenges in business maturation, innovation depth, regional resilience, and science-to-market transfer. Lithuania remains one of the strongest entrepreneurial ecosystems in Europe, but the gap between entrepreneurial entry and long-term business growth continues to be one of the defining structural characteristics of the entrepreneurial environment.

  • A striking finding: seven out of ten new businesses in Lithuania are now founded outside the capital, Vilnius. This signals a significant regional expansion, with emerging startup hubs across the country catching up with the capital’s entrepreneurial momentum. For the first time, a majority of high-growth projections now originate outside Vilnius: in 2024, 68% of early-stage entrepreneurs expecting to grow their businesses by at least 10 employees and 50% turnover were located outside the capital, compared to just 29% in 2023. This is among the key findings of the Global Entrepreneurship Monitor (GEM) 2024/2025, Lithuania Report, conducted by Vilnius University Business School in partnership with Moody’s Corporation Lithuania.

  • Lithuania ranks fourth in the Entrepreneurship Index with a score of 6.1. • The country boasts one of the lowest business closure rates among advanced economies, and 1 in 7 individuals intends to start a business within the next three years. This reflects a highly favorable business environment for maintaining and growing businesses. • The perception of business opportunities has significantly improved, with 52% of respondents seeing opportunities in 2023, up from 32% in 2022. • In 2023, over 40% of entrepreneurs and 55% of established business owners prioritized social and environmental impact over profitability, though financial benefits remain important. • Although the early entrepreneurship rate decreased from 12.3% to 7.1%, business maturity increased from 8.4% to 14.1%. Overall, Lithuania's business environment supports both new ventures and established businesses, with a strong focus on innovation and social responsibility.
